Abstract:
Since ConstantineI built Constantinople in 330 AD and opened the history of the Byzantine Empire, this Empire had always had many enemies around it during its reign of over a thousand years. Faced with so many foreign threats and pressures, the government of the Byzantine Empire, in addition to resorting to the military means, attached great importance to adopting canny and flexible strategies to divide and demoralize the enemies in the early stage of the Empire. In order to relieve the pressures of the defense of the borders, making alliances with the tribes or kingdoms around the empire and bestowing gifts became two import measures of the foreign policy adopted by the government of the empire.
