摘要:
雍正朝在完善官员问责与处分制度的同时,设定的处分类别主要有罚俸、降级、革职等三种,其后围绕着罚俸、降级、革职,设定了具体的罚俸时间、降调层级。除了这些主要的处分类别之外,为了灵活地对官员进行问责,并施以处分,又设定了几种相关的处分类别。如围绕着俸禄形成的降俸、住俸、停俸;围绕着降级形成的降职与降衔;围绕着革职形成的革去职衔、勒令休致等,为合理有效地处分官员提供了多种处分方式,体现了它的灵活性。
Abstract:
Yongzheng reign set sanction classifications, including pay deduction, demotion and dismissal, then set specific duration range of pay deduction and the number of grades for demotion. The policy perfected the system of official accountability and sanction flexibly. It appeared some kinds of relevant sanction classifications in addition to the main sanction classification, such as, reducing official salary, suspending official salary and casing official around official salary, degradation and reducing rank around the demotion, removing the rank and compelling to retire around the dismissal. They provided various methods for sanctioning officials effectively, and reflected the flexibility of the system.
