摘要:
为提升自主创新能力,保持经济发展活力和可持续性,世界主要创新型国家都高度重视教育创新,把教育创新作为提高其经济实力和国际竞争力的支柱,摆在国家发展全局的基础性、战略性位置;以政府为主导,将教育创新政策体系作为教育创新的根本保障,强力推进教育创新;保持高水平的教育投入,建立推动教育创新的经费保障机制;以教育创新,尤其是大学的改革和创新推动国家创新体系建设,有力地支撑了其国家创新体系的建设和发展。这些政策和经验对于我国科学地制定并推行教育创新政策具有积极的借鉴价值。
Abstract:
In order to improve the ability of self innovation and to keep the energy and sustainability of economy development, the world’s leading innovative countries pay high attention to education innovation.Firstly,education innovation is taken as the pillar of promoting their economic strength and international competition,and education innovation is put at the basal and strategic position of national development.Secondly,dominated by the government,education innovation policy system is carried out and strongly promoted as the fundamental guarantee of education innovation.Thirdly,the government keeps a high-level investment in education,and sets up the funds guarantee mechanism to promote education innovation.Last,education innovation, especially the reform and innovation of universities,is performed to promote the construction of national innovation system.These policies and experiences are high valuable of reference for our country to make and push education innovation policy scientifically.
